Phoebe recently completed her PhD at the Bartlett School of Planning, UCL, with research on the functioning of housing markets in London. This looked at how housing has become increasingly embedded in national macroeconomic organisation, and how professionals working in local market settings have responded to this via specific mediation practices and tools. Further work in this area will look at how the practices of housing market mediators react to national agendas, and with what effects in the market for houses. She previously studied economics, housing & urbanism, architectural history and visual cultures at Goldsmiths College, SOAS and the Architectural Association in London. 

Before coming to work at CCHPR, Phoebe worked as a Research Assistant at the Bartlett. Her research addressed housing investment pressures in the UK, the drivers and motivations behind investment into land, and local planning responses to investment demand. She has also held positions at the European Commission Directorate General for Climate Action, and at ICLEI - Local Governments for Sustainability.
