The JRF Housing Market Taskforce had identified land supply as a key reason contributing to housing market volatility and problems of housing affordability in the UK. This desk based research aimed to assess which policy approaches to land supply and land markets would be most likely to work in the English context.
Following a preliminary scoping review of relevant literature, specific case studies were selected from Europe and the USA and Australia/New Zealand to explore mechanisms for bringing forward land for housing development. Country experts were recruited to act as advisors to the research. The emerging findings were presented to a round table of stakeholders including developers, planners and academics, to ‘road test’ selected approaches in terms of their desirability and transferability to the UK. CCHPR's outputs were a short report, a JRF ‘Findings’ report and a short series of briefings/blogs to bring out the relationship between specific policy initiatives and the changing policy and economic environment in the UK.
International review of land supply and planning systems
The Joseph Rowntree Foundation published an international review of land supply and planning systems conducted by CCHPR, looking at what works and whether successful mechanisms from other countries could be transferred to the UK context. The review suggested that land supply was a key issue contributing to housing market volatility and the problems of housing affordability in the UK.
