The purpose of this paper is to describe the context in which the Time Credits programme operates.
The first section provides an introduction to Wisbech, a little of the area’s history and a description of what the town is like today. The second section profiles key demographic and socio-economic factors in Wisbech followed by a section on the specific health issues in the area. This sets the background to the Time Credits programme and the specific issues Time Credits were intended to address.
