This project for Communities and Local Government built on two previous studies valuing planning obligations in England in 2003-04 and 2005-06. The study aimed to estimate the total number of agreements and obligations in 2007-08 and their value.

The research expands on the two previous studies as it also estimates the value of obligations actually being delivered. It will examine trends and provide a baseline for monitoring for the Community Infrastructure Levy. 

The study involves a national email survey of all local planning authorities and in-depth research with a sample of 24 authorities, looking at 4 sites in each case.

The National Housing Federation commissioned Ipsos MORI and Cambridge Centre for Housing and Planning Research to assess how welfare reform impacts across the housing association sector in England. This report is the second of a series.

Delivering local infrastructure and affordable housing through the planning system

Gemma Burgess, Sarah Monk and Christine Whitehead had a paper published in People, Place & Policy Online (2011): 5/1,pp1-11. Entitled 'Delivering local infrastructure and affordable housing through the planning system: the future of planning obligations through Section 106', the article draws on CCHPR's extensive research on Section 106.

The Incidence, Value and Delivery of Planning Obligations in England in 2007-08

Researchers from the Universities of Cambridge and Sheffield found that in 2007-08 private developers agreed to fund £5 billion of England’s local capital infrastructure, including roads and schools and new affordable housing in England. The research, which was commissioned by the Department of Communities & Local Government (CLG) and published by CLG, shows planning obligations have led to these very substantial contributions by developers.
