The research expands on the two previous studies as it also estimates the value of obligations actually being delivered. It will examine trends and provide a baseline for monitoring for the Community Infrastructure Levy. 

The study involves a national email survey of all local planning authorities and in-depth research with a sample of 24 authorities, looking at 4 sites in each case.
