This report was commissioned by the South East England Regional Assembly. It analyses the ways in which the existing housing stock is used presently and how this might change over the next twenty years.

The focus is on issues such as levels of empty properties, second homes, resource efficiency and under and over-occupation. It also looks at changes to the existing stock through conversions and extensions to existing housing. 

The report examines the key drivers that determine the way in which the housing stock is used and the way in which the impact of these drivers might change over the next twenty years in order to analyse the extent to which future housing need and demand can be accommodated within the existing housing stock in the form of high quality housing in sustainable communities. 

There was also external input on this project from Forum for the Future who offered their expertise in sustainability.
