The focus is on issues such as levels of empty properties, second homes, resource efficiency and under and over-occupation. It also looks at changes to the existing stock through conversions and extensions to existing housing. 

The report examines the key drivers that determine the way in which the housing stock is used and the way in which the impact of these drivers might change over the next twenty years in order to analyse the extent to which future housing need and demand can be accommodated within the existing housing stock in the form of high quality housing in sustainable communities.
