CCHPR's research will shed new light on what is widely understood to be a complex issue in terms of both legislation and practice.

A comprehensive review of existing literature and interviews with key stakeholders will address a key gap in the evidence base and help MHCLG to understand the legal context in which leaseholders experience demands for payments of charges, and the issues which leaseholders experience in identifying routes to assistance in meeting or challenging those demands. In addition, a survey of leaseholders will generate new data and the research programme will include analysis of secondary data pertaining to service charges.
