Through this project the Welsh Assembly Government aimed to provide practice guidance for local authorities in Wales on the drafting and application of affordable housing clauses in Section 106 (S106) agreements.

The objective of the research was to provide a comprehensive set of drafting notes and principles for affordable housing clauses in S106 agreements, setting out the range of issues that may need to be included by local planning authorities (LPAs) for all types of affordable housing secured through the planning system.

The project involved an email survey of all Welsh planning authorities, follow up telephone calls and interviews with a selection, a workshop involving members of the project steering group plus developers, RSLs, and housing and planning officers, and the production of written guidance. The guidance was disseminated at three seminars covering North, Mid and South Wales.

Delivering affordable housing using Section 106 agreements: Practice guidance

This Practice Guidance to Section 106 Agreements is a tool designed to support local planning authorities (LPAs) in delivering more affordable housing through the planning system. It aimed to assist LPAs to improve the development, negotiation and implementation of Section 106 Agreements.
