A review of Foyers in Britain, in 2003. Presented at the 2003 ENHR Conference.

The theory of Foyers is that they should help young people make a successful transition from youth to adulthood by providing secure, affordable and long-term accommodation.  This paper examined the British Foyer experiment in 2003, from the perspective of a number of case studies.
