The West Midlands Regional Assembly, in revising the Regional Spatial Strategy (RSS), required updated figures for future need for affordable housing over the next 20 years. Using Alan Holmans’s method based on household projections, CCHPR carried out a series of estimates of this need, which included identifying need arising in different parts of the region and dividing this need into social and intermediate housing. As well as the calculations, CCHPR provided a thorough commentary to enable officers and members to understand how the figures are reached, and modelled the application of different constraints, such as overall target growth and land availability, to the figures in order to reach the final recommendations.
