This project was in two stages. The first, funded by the RICS, comprised a literature and policy review together with an email survey of local planning authorities to find out about their affordable housing policies and practice in the context of regulatory uncertainty – notably the possibility of a scaled back S106 for affordable housing alongside a new Planning gain Supplement to pay for infrastructure. The second phase, funded by the JRF, involved in-depth interviews with a sample of authorities, looking in more detail at individual sites.

The interim output to RICS was a short report on the findings from the local authority survey, while the final output to JRF incorporated the additional findings from the detailed case study work.
