The research comprised of a literature review, email survey and telephone interviews. It explored changes such as the introduction of PPS3, the introduction of LDFs and engagement in Strategic Housing Assessments. The study found that local authority policy and practice vary across the country. 

Whilst increasing numbers of affordable units have been provided through S106, there is still room for improvement. Better understanding of development economics may help to improve the negotiating position of local planning authorities.
