The objective of this paper is to examine the impact of rent caps on rent determination from 2002/03 to 2007/08. It assesses the extent to which the introduction of a larger number of property size bands and higher rent caps on dampening the effect of high capital values on affordability. The paper also looks at where the rent caps bite and whether the impact is concentrated among a particular range of property sizes.
