S106 Affordable Housing Provision: What is Going On?

This project is in two stages. The first, which is funded by the RICS, comprises a literature and policy review together with an email survey of local planning authorities to find out about their current affordable housing policies and recent practice in the context of regulatory uncertainty – notably the possibility of a scaled back S106 for affordable housing alongside a new Planning gain Supplement to pay for infrastructure. The second phase, which is funded by the JRF, involves in-depth interviews with a sample of authorities, looking in more detail at individual sites.

The interim output to RICS will be a short report on the findings from the local authority survey, while the final output to JRF will incorporate the additional findings from the detailed case study work.

RICS Research Paper Series Vol 7 No 14 This project explored how Section 106 is working on the ground to deliver affordable housing against an uncertain policy background. The study found that local authority policy and practice vary across the country. Whilst increasing numbers of affordable units have been provided through S106, there is still room for improvement.   more
