The report sets out the huge array of challenges now facing housing associations in England and their residents. It highlights the tensions between a policy of higher rents and reduced grant alongside falling incomes and reduced benefits. The report explores the funding options that associations may have and argues for rapid resolution of the policy framework around a number of these along with the need to create a more permissive framework which encourages innovation and experimentation.
