London Borough of Newham was the first local authority to introduce a borough wide licensing scheme in 2013, with the aims of:

  • improving conditions for tenants;
  • ensuring landlords and managing agents are operating at the same minimum professional standard;
  • helping to tackle anti-social behaviour.

Newham Council commissioned CCHPR to assess the impact of the Licencing Scheme on a range of spheres of tenants’ welfare, local environments and property management, addressing any bias as much as possible and allowing consideration of the sustainability of any impacts over a longer term. The study also utilised administrative data held by the council covering information pertaining to housing and PRS licensing, as well as relating to ASB and enforcement.
