This evidence is analysed within the wider policy framework to provide an assessment of the current role of Foyers in delivering housing, training and employment assistance to young people.

Foyers began to be established in the in the climate of high unemployment in the early 1990s when they were seen as an opportunity for young people to gain training and employment whilst also benefiting from independent living. The increase in foyers since then has been dramatic. They vary greatly in size as well as the degree of other services and support provided.
